Providing every child with an equal opportunity to learn has been a central challenge in public education. In fact, at its inception, universal public education in the United States was viewed as the “great equalizer.” Education was perceived, by some, as the vehicle through which individuals could rise above the social and economic circumstances which may have created longstanding barriers to reaching their potential as individuals and contributing citizens.

As the test of time has proven, education alone cannot address entrenched social problems; multiple institutions, policies and support systems are necessary to level the social and economic playing field. However, education is and will continue to be one of the primary means by which inequity can be addressed. Public funds will continue to be allocated in support of educational programs, and the rationale for these investments will likely continue to be that education creates social equity.

The purposeful and practical allocation of resources to support equitable access to high-quality learning opportunities, is a major component of education policy at the federal, state, and local levels. Leaders at all levels are charged with making decisions about how to effectively distribute and leverage resources to support teaching and learning.

Resource allocation consists of more than assigning dollar amounts to particular schools or programs. Equally, if not more important, is the examination of the ways in which those dollars are translated into actions that address expressed educational goals at various educational levels. In this respect, leaders are concerned not only with the level of resources and how they are distributed across districts, schools, and classrooms, but also with how these investments translate into improved learning.

It is critical for resource allocation practices to reflect an understanding of the imperative to eliminate existing inequities and close the achievement gap. All too often, children who are most in need of support and assistance attend schools that have higher staff turnover, less challenging curricula, less access to appropriate materials and technology, and poorer facilities.

Allocating and developing resources to support improvement in teaching and learning is critical to school reform efforts. Education policymakers must be informed about emerging resource practices and cognizant of the ways incentives can be used to create conditions that support teaching and learning.

Resource allocation in education does not take place in a vacuum. Instead, it often reflects policy conditions that form a context in which opportunities for effective leadership can be created. For example, effective leaders know how to use data strategically to inform resource allocation decisions and to provide insights about how productivity, efficiency, and equity are impacted by allocated resources.

The roles, responsibilities, and authority of leaders at each level of education also impacts whether and how they are able to allocate resources to particular districts, schools, programs, teachers, and students. Further, the type of governance structure that is in place also affects decisions about resources and incentives. Governance issues arise as leaders become involved in raising revenue and distributing educational resources. These activities involve multiple entities, including the voting public, state legislatures, local school boards, superintendents, principals, and teachers’ associations. Each of these connections can provide insights into how best to allocate resources and provide incentives that powerfully and equitably support learning, for both students and education professionals.

Resources necessary to operate a successful school or school district cannot be confined to dollars alone, however. Indeed, the resources needed to actively and fully support education are inherently complex and require an understanding that goes far beyond assessing the level of spending or how the dollars are distributed. Educational leaders must be able to examine the ways in which those dollars are translated into action by allocating time and people, developing human capital, and providing incentives and supports in productive ways.

Principals, district officials who oversee the allocation of resources, and state policymakers whose actions affect the resources the principal has to work with, are all concerned with three basic categories of resources: 1. Money.  Activities at several levels of the system, typically occurring in annual cycles, determine both the amount of money that is available to support education and the purposes to which money can be allocated. No one level of the educational system has complete control over the flow, distribution, and expenditure of funds. 2. Human capital.  People “purchased” with the allocated funds do the work of the educational system and bring differing levels of motivation and expertise developed over time through training and experience.

3. Time.  People’s work happens within an agreed-upon structure of time (and assignment of people to tasks within time blocks) that allocates hours within the day and across the year to different functions, thereby creating more or less opportunity to accomplish goals.

These resources are thus intimately linked to one another. Each affects the other and even depends on the other to achieve its intended purpose. An abundance of money and time, for example, without the knowledge, motivation, and expertise of teachers (human capital) does little to maximize desired learning opportunities created for students.

Furthermore, an abundance of human capital without money or time to distribute it does little to alter practice in classrooms or to share expertise with others. From their position of influence over the acquisition, flow, and (intended) use of resources, educational leaders thereby undertake a massive attempt to coordinate, and render coherent, the relationships of the various resources to the goals they set out to achieve.

Are you reviewing and analyzing evidence? Do you have meaningful input from all stakeholders (especially students)? Are you making decisions based on the informed input from stakeholders? By using this checklist, school administrators can evaluate the effectiveness of their resource allocation decisions and ensure that they are aligned with their vision for the future of education.

Ultimately, promoting inclusion and engagement in the resource allocation process is critical to creating a more equitable, effective, and learner-centered education system, which can lead to improved learning outcomes and a brighter future for all learners. Regarding the existing equity scales, although various forms of equity principles have been discussed in the social psychological and sociological literature, they have only a minimal presence in empirical research (Colquitt & Rodell, 2015). Resource Allocation in Higher Education describes how colleges, universities, and government agencies can use budgeting processes to improve program planning and productivity. Drawn from the contributors' direct experiences as well as research findings, it blends conceptual foundations with practical insights. Many resource allocation processes in higher education need reform, and this volume will stimulate and assist that effort. Beginning with the economic theory of nonprofits, the essays examine current budgeting systems in both theoretical and practical terms. Resource allocation systems from other domains such as health care are explored for relevant insights. Throughout, decentralization remains a major theme. Topics range from the eminently practical--how to establish a global accounting system or choose an endowment spending rate--to the more abstract--the theory of how various nonprofit enterprises balance academic values against market pressures. The volume ends by proposing value responsibility budgeting, which offers institutions a potentially better way of pursuing their academic values while remaining responsive to market pressures. Those within higher education institutions who are responsible for resource allocation, such as provosts, chief financial officers, or budget directors, will find much that speaks to them. While mostly in the domain of higher education economics, management, and planning, the essays are written for any serious reader concerned with the problem of reform in higher education. William F. Explanation

As per functionalists like Talcott Parsons, one purpose of education is allocation, which entails filtering and sorting individuals into the roles they will eventually play in life. Marxists say the education system perpetuates class inequities, whereas functionalists see this as meritocratic.

Parsons saw the educational system as a crucial instrument for preparing a population segment for future societal roles. According to him, educational structures serve to assign these human resources within the role structure of adult society.  Schools can pair their abilities, skills, and capacities by assessing and evaluating pupils with the most suitable professions. The school is consequently seen as the primary tool for assigning roles.

2025 Specialised foundation programme (SFP) recruitment and allocation

This applicant guidance provides information about the recruitment and allocation process for the specialised foundation programme (SFP) in England for 2025.

In February 2024 NHS England (NHSE) announced that there would be a change to the way the recruitment and allocation of SFPs would be managed in England.  It was decided that there would be a move to preference informed allocation (PIA).

In a further update it was announced in August that NHSE and the medical schools council (MSC) would be joining forces to manage the specialised foundation programmes recruitment process for 2025.

The arrangement means that selection for one third of the posts for the specialised foundation programme (SFP) in England will be managed directly by medical schools with support from the medical schools council (MSC).

This means there are now two pathways for allocation to a specialised foundation programme in England.

Specialised foundation programme (SFP) in England

Please note, all applicants wishing to apply to the 2025 foundation programme, including those wanting to apply for an SFP must complete the main foundation programme application form on Oriel during the national application window. The SFP pathways detailed below do not replace this main application process.

Pathway 1: One-third of the SFP in England will be allocated to current final year medical school students in England, who will be selected by their medical school via a locally defined process. (Applicants who qualified from a medical school in England on or after 06 August 2023 and have been re-nominated to apply for the 2025 foundation programme, are also eligible to apply via pathway 1).

Pathway 2: The remaining two-thirds of programmes will be allocated to eligible applicants for the 2025 foundation programme via PIA.

Pathway 1 – medical school selection:

Applicants who are interested in SFP and are current final year medical students in England can apply directly to their medical school to be matched to an SFP within their local foundation school. Students who are selected via this route will be matched to a 2-year SFP and the programme will contain an SFP post/SFP elements.

Each english medical school will select a number of their students to enter this pathway. The number of students per medical school will be determined per region, based on the total number of available SFPs in the local foundation school and the number of students due to graduate in that medical school.

The method of selection will be determined by each medical school. Students must speak to their medical school to understand their local process. Each medical school will also facilitate an appeals process for this selection process.

Pathway 2 – allocation via PIA

One-third of specialised foundation programmes in England will be recruited to via pathway 1, but two-thirds of SFPs in England will be matched to applicants who are eligible for the 2025 foundation programme via the national allocation process on Oriel using PIA. Refer to the UKFPO website for information about how the PIA process works.

All eligible applicants who are interested in applying for a 2025 SFP in England can do so via the main application/allocation process, if they fall into one of the following categories:

  • the applicant is a final year student at an English medical school but does not wish to apply via pathway one
  • the applicant is a final year student at an English medical school who applied for an SFP via pathway 1 but was not selected for an SFP via this route
  • the applicant qualified from a medical school in the UK on or after 06 August 2023 and has been re-nominated to apply for the 2025 foundation programme but does not wish to apply via pathway one
  • the applicant qualified from a medical school in the UK on or after 06 August 2023, has been re-nominated to apply for the 2025 foundation programme, and applied for an SFP via pathway 1 but was not selected for an SFP via this route
  • the applicant is a final year student/eligible applicant from elsewhere in the UK
  • the applicant has been deemed eligible to apply for the 2025 foundation programme via the national eligibility application route

An applicant will not be able to apply on Oriel for an SFP via pathway 2 if they were selected by their medical school for an SFP via the pathway 1 process. Applicants who are successful via pathway 1 will be removed from the main application/allocation process on Oriel.

Pathway 1 process on Oriel

Oriel application form completion: All applicants eligible for the 2025 foundation programme complete the main application form on Oriel within the national application window. Refer to the national application timeline.

Allocation to foundation school: Once selected by the medical school, the applicant will be automatically allocated to that foundation school on Oriel, and this takes place on national allocation day. The applicant must ensure that when they preference foundation schools on Oriel, that their local foundation school is listed as their first choice of foundation school.

Match to group: Following allocation to a foundation school, the applicant will later be automatically placed into the ‘SFP Group’ in that foundation school. The applicant is not required to preference the other groups within that foundation school on Oriel.

Match to programme: The ‘SFP Group’ contains all SFP programmes in that foundation school. The applicant will then be automatically matched to the programme that they have been selected for by their medical school. The applicant is not required to preference the other programmes within the SFP group on Oriel.

Pathway 1 FAQs:

Can I be allocated to a different foundation school such as, not my local foundation school?

No. The selection process for an SFP via pathway 1 only allows for allocation to the foundation school which is linked to your medical school.  

If I am not selected for an SFP by my medical school, can I appeal their decision?

Each medical school will facilitate an appeal process for their students. NHSE and the UKFPO are not involved with the selection or appeal process and will not be able to intervene or overturn a medical school decision.

If I accept an SFP via the pathway 1 process, can I change my mind and withdraw from it after the selection process has taken place?

- Yes, but there is a deadline for this. If you wish to withdraw yourself from the pathway 1 SFP process and instead opt to be included in the main foundation programme allocation process (via PIA) you can do so.

- This means that you will no longer be allocated to your local foundation school via this process, and no longer matched to the SFP Group or to the 2-year specialised foundation programme that you were selected for.

- The deadline for an applicant to withdraw from pathway 1 and be included in the main FP allocation process is 17 January 2025 (12:00 midday GMT).

- You must notify your medical school and the local foundation school to which you were allocated.

- You must complete an MS Teams form to officially withdraw from the allocation and programme match. The completed form will ensure that your record is updated on Oriel. This form will be available on this NHSE web page.

- Once withdrawn from the SFP programme match you will be included in the national allocation to a foundation school and group/programme via PIA.

- The fact that you have taken part in the SFP medical school selection process will have no bearing on your allocation to a foundation school via PIA nor on your computer-generated rank.

It is very important that you ensure you have preferenced foundation schools in the order of your choice on Oriel before the end of the preferencing window in February. Refer to the UKFPO national application timeline for the deadline date.

Can I change or swap the SFP that I have been selected for?

Students who apply via pathway 1 will be matched to a 2-year specialised foundation programme which includes the F1 and F2 rotations and the SFP post/SFP elements. It is not  possible to change any part of a 2-year training programme.

Can I apply for the main FP programme and apply for SFP pathway 1?

Yes. All applicants for the 2025 foundation programme must still complete the main FP application on Oriel.  If your medical school SFP application is unsuccessful, you will automatically be included in the main FP allocation process.

Linking does not apply to SFP pathway 1. Linking only applies to the main FP application process. Applicants are permitted to link their application to another applicant for the main foundation programme if they wish to and also apply for SFP pathway 1. 

If one of the applicants is selected for an SFP via pathway 1, the link on Oriel will be broken and will no longer be honoured.  However, there is still the possibility that both applicants might end up in the same foundation school/group if the other applicant is allocated to the same foundation school/group via PIA. Further information about linking is available on the UKFPO website .

If I apply for SFP pathway 1, can I still apply to be pre-allocated to a foundation school?

Yes, but pre-allocation only applies to the main foundation programme and does not apply to the SFP pathway 1 process. Therefore, your national pre-allocation application will not be taken into account during the medical school selection process.

If you are applying to be pre-allocated to a foundation school other than the foundation school that is local to your medical school, you should speak to your medical school about the reasons for this and discuss whether applying to SFP via pathway 1 is advisable given your circumstances.

If your medical school SFP application via pathway 1 is unsuccessful, you will automatically be included in the main FP application and allocation process. If your pre-allocation application was approved by the national review panel, this will be taken into account, and you will be pre-allocated to the foundation school requested in your pre-allocation application.

If I apply for SFP pathway 1, can I also apply for foundation priority programmes?

Applicants are permitted to apply for FPP during the main application window on Oriel and apply to their medical school for an SFP via pathway 1 if they wish to. 

If you choose to apply to your medical school via pathway 1 and you are successful in application and accept an SFP programme via this route, you will automatically be removed from the main foundation programme allocation process and your FPP application will no longer be required. You will not be included in the FPP offers process which takes place between January-February 2025 because you have already accepted an SFP via your medical school selection process.

However, if your local medical school SFP application is not successful, you will be automatically included in the main foundation programme allocation process and if you also applied for FPP during the national application window, this will carry forward and you will be included in the application/offers process for FPP (as well the main FP application process). 

Who is eligible to apply for an SFP via pathway 1?

You are eligible to apply to your own medical school for an SFP via pathway 1 if you are currently a final year student at an English medical school.

If you qualified from a medical school in England on or after 06 August 2023 and you have been re-nominated to apply for the 2025 foundation programme, you are also eligible to apply via pathway 1 for an SFP in England.

Students at medical schools in England can only apply via their own medical school’s selection process (pathway 1) for an SFP.  They cannot apply via another England medical school selection process for pathway 1.

- Final year students from a medical school in Scotland, Northern Ireland or Wales are not eligible to apply via pathway 1 for an SFP in England. Refer to the application guidance for pathway 2.

- Applicants who have applied via the UKFP 2025 Eligibility route are not eligible to apply via pathway 1 for an SFP in England (this includes UK graduates). Refer to the application guidance for pathway 2.

Pathway 2 process on Oriel

Application for a specialised foundation programme in England via pathway 2 is via the same national application and allocation process used for the main foundation programme. The process therefore follows the same national application timeline for allocation to a foundation school, group preferencing and match, and programme preferencing and match.

1. Oriel application form completion: All applicants eligible for the 2025 foundation programme must complete the main application form on Oriel within the national application window. Refer to the national application timeline.

2. Allocation to foundation school: Applicants are allocated to a foundation school via PIA. 

3. Match to group: If allocated to a foundation school in England, applicants will then be required to preference the groups within the foundation school in the order of their choice. Some foundation schools will only have a small number of groups, and some will have more, but all of them will have a group titled “SFP group”.   

It is recommended that applicants who are hoping to be matched to an SFP preference the SFP group first. Applicants will be matched to group via the PIA method.

4. Match to programme: Applicants who are matched to the SFP group will then be required to preference the SFP programmes in their order of choice. Applicants will be matched to group via the PIA method.

Pathway 2 FAQs

If I am considering applying for SFPs once I am allocated to a foundation school, can I also apply for pre-allocation?

Yes. When completing your application to the foundation programme on Oriel, you will have the option to apply for pre-allocation to a specific foundation school, if you feel that you have personal circumstances that meet one of the national criteria.

If your application for pre-allocation is approved (and you have asked for pre-allocation to a foundation school in England) you will have the option to preference the SFP group once you have been allocated. Please be aware that the SFP group will contain all SFP programmes for that foundation school and depending on the foundation school, these programmes may cover a large geography and so you may need to take this into consideration, depending on your circumstances. You are advised to discuss your circumstances with the foundation school once you are allocated.

Can I change or swap the foundation school or the specialised foundation programme I am matched to? Is there an appeal process for this?

No. Applicants are not able to appeal their allocation outcome or national programme match and this includes a match to a specialised foundation programme. Allocation outcomes are final and there is no national swap process to facilitate applicant swaps between foundation schools or programmes.

Can I also apply for FPPs?

Yes. The FPP must be applied for in the main FPP application form during the national application window. Refer to FPP guidance on the UKFPO website .

If you accept a FPP offer you will be automatically removed from the main foundation programme allocation process, and therefore you will not have the opportunity to preference SFP groups and programmes within an English foundation school.

Can I also link my application to another applicant?

Applicants can choose to link their application to another applicant for the main foundation programme. Refer to the guidance about linking on the UKFPO website . 

The rank of the lower ranking applicant will be used to allocate both linked applicants to a foundation school (and in some cases to group as well, if used by the foundation school).

If the allocated foundation school honours linking at group level, applicants who are linked should consider this when preferencing groups on Oriel. Applicants are advised to contact their allocated foundation school to discuss their local policy for linking.

If I am not allocated to a foundation school in England, does this mean that I won’t get the opportunity to preference any SFPs in England?

You will only be able to preference SFPs in the foundation school that you are allocated to. If you are allocated to an England foundation school, you will only be able to preference SFPs if you are matched to the SFP group first. If you are not matched to the SFP group within the foundation school, you will not be able to preference SFPs.

If I am an applicant from a medical school in England and I am allocated to the Scotland, Northern Ireland or Wales Foundation School, how can I apply for an SFP?

Each nation is running a different recruitment process for SFP. Refer to the relevant website for each nation or foundation school for guidance and timelines. Links are available on the UKFPO website .

If I applied for the foundation programme in a previous recruitment round but withdrew from the process and did not start in post, and I am applying again, will this affect my computer-generated rank for PIA?

No. This will have no bearing on your allocation to a foundation school via PIA nor on your computer-generated rank. No part of an application from a previous recruitment round is carried over into a new recruitment round.
